Since 1992, David has directed the Texas Apartment Association’s government affairs program.  David has extensive experience in all aspects of the Texas legislative process and has lobbied on a wide variety of topics, including landlord-tenant law, tax policy, occupational licensing and municipal regulation. He also represents the association before nearly 20 state agencies that have regulatory authority over the rental housing industry.

In addition, David advises TAA’s local affiliates on policy matters and developing effective grassroots advocacy programs.

Prior to joining TAA he worked as a staff member in the Texas House and Senate, as well as many political campaigns.

David holds the designation of Certified Association Executive (CAE) through the American Society of Association Executives and is a trained mediator.  He has also served in volunteer leadership roles on several nonprofit boards.

David earned an undergraduate degree in government from the University of Texas at Austin and a master’s degree in public affairs from the LBJ School of Public Affairs at UT Austin.
