Ned Muñoz serves as the Vice President of Regulatory Affairs and General Counsel for the Texas Association of Builders.  In this capacity, he is responsible for all regulatory issues and state agency matters concerning the 10,000-plus member association made up of homebuilders, remodelers, developers and associate members.  Ned‘s responsibilities also include association legal matters and a heavy workload of governmental relations work at the State Capitol.

Ned was born in Mexico City and has been actively involved in governmental affairs since 1999 as a policy analyst, Capitol staffer and lobbyist. Prior to joining the Texas Association of Builders, Ned served as general counsel for Texas State Senator Chris Harris.  Before joining Senator Harris’ staff, he acted as former Comptroller Strayhon’s public safety and corrections policy director.  Previous to his state service, Ned was employed as in-house counsel for Bear, Stearns & Co. in New York City, working in the areas of high yield debt transactions and emerging markets trading.

Ned is a member of the Administrative and Public Law, Construction, and Environmental and Natural Resources Law Sections of the Texas Bar Association. He received his Bachelor of Arts in Political Science from Austin College in Sherman, Texas and received his Doctor of Jurisprudence from The University of Texas School of Law.  Ned is licensed to practice law in Texas and New York State.  He is married to Tammy, a Virginia native, and has two beautiful daughters, Sophia and Victoria.
